Special Counsel Robert Mueller has long been looking into Donald Trump Jr’s meeting with Russian government representatives during the election, as Donald Trump appears to have committed obstruction of justice by trying to cover up the true nature of his son’s meeting. However, based on new details from one of the people who attended the meeting, Junior could be facing criminal charges relating to bribery.Natalia Veselnitskaya, the Kremlin-connected attorney who met with Donald Trump Jr, is now offering damning new details about the meeting. Last week she confirmed that she ran her talking points past Russian President Vladimir Putin in advance, thus confirming that she was indeed acting on behalf of the Russian government. Now she claims that Trump Jr hinted that he and his father might change U.S. law in order to accommodate her.Here’s what Veselnitskaya now claims Donald Trump Jr said to her regarding the Magnitsky Act, which Russia has long sought to get repealed: “Looking ahead, if we come to power, we can return to this issue and think what to do about it.” (source: Bloomberg). This was during the same conversation in which Trump Jr asked her for secret information on Hillary Clinton which could have helped his father’s campaign. When you put these two things together, the argument can be made that one was being offered in exchange for the other, which one legal expert says could meet the legal definition of bribery.

Former federal Prosector Renato Mariotti explains that “offering to exchange an official act for something of value is like soliciting a bribe.” (link). He goes on to cite a past case law against a politician which helps to frame how this could result in bribery charges against Donald Trump Jr. This is in addition to the obstruction of justice charges that Donald Trump could face for making misleading statements about his son’s meeting.

Last night an international consortium of journalists published the Paradise Papers, which included evidence that a number of members of the Donald Trump administration have secret financial ties to Vladimir Putin and the Kremlin. Now multiple sources are suddenly pointing to anywhere from one to six resignations forthcoming and some of the names are very high profile in nature.The Paradise Papers exposed evidence that Donald Trump’s Secretary of Commerce Wilbur Ross, his Ambassador to Russia Jon Hunstman, and others in the administration have secret financial ties to Russia, which they’ve tried to disguise along the way. Now today there are reports that both of them could resign, along with Secretary of Education Betsy DeVos, Attorney General Jeff Sessions, Secretary of State Rex Tillerson, and Secretary of the Interior Ryan Zinke.Here’s how political insider and MSNBC guest commentator Scott Dworkin has framed the matter today: “Ive received reports today saying DeVos, Huntsman, Ross, Sessions, Tillerson & Zinke are resigning for ties to Russia &/or for corruption.” (link). But he’s not the only source talking resignations today. The news outlet Salon is reporting today that Betsy DeVos is expected to resign due to what her allies categorize as frustration with the Secretary of Education bureaucracy (link), in what could simply be an excuse to bail on the job before things get scandalous.

Jeff Sessions has been caught telling several lies about the campaign’s involvement with Russia. Ryan Zinke is caught up in the chartered flight scandal which has already led to the resignation of HHS Secretary Tom Price. Rex Tillerson has long been rumored to be on his way out, both due to his frustration on the job, and his “moron” debacle with Donald Trump. If any one of these six resignations takes place, in the context of how weak and scandalized Trump already is, it could be a bodyblow to him. If several resignations do indeed take place, it could be the ballgame.

The FBI is reportedly investigating the $300m contract awarded seemingly without tender by Puerto Ricos power utility to Whitefish Energy, a Montana company which had just two full-time employees.

According to the Wall Street Journal, the FBIs San Juan field office is looking into how Whitefish was awarded the contract to rebuild Puerto Ricos shattered power infrastructure despite never having handled a similar project in the past. The Guardian has contacted the FBI for confirmation of the investigation.

House Committee Reviews Emergency Response and Energy Infrastructure Recovery Efforts

The House Committee on Energy and Commerce held a hearing today on the federal response to the 2017 hurricane season.  The hearing provided information to help assess energy infrastructure response and recovery efforts under the varying circumstances of the four hurricanes that made landfall this past season, including information concerning the use of the Strategic Petroleum Reserve in energy supply emergencies.

The following issues were examined at the hearing:

  • Coordination of Federal/State/Industry emergency response and restoration;
  • Assuring future critical energy infrastructure protection;
  • Preparation for fuel and electricity supply disruptions;
  • Emergency waivers; and
  • Strategic Petroleum Reserve modernization

The following representatives were present at the hearing: Chairman Fred Upton (R-MI), Rep. Pete Olson (R-TX), Rep. Bob Latta (R-OH), Rep. Bill Johnson (R-OH), Rep. Dave Loebsack (D-IA), Rep. McKinley (R-WV), Rep. John Sarbanes (D-MD), Rep. Billy Long (R-MO), Rep. Paul Tonko (D-NY), Rep. Gus Bilirakis (R-FL), Rep. Gene Green (D-TX), Rep. Greg Harper (R-MS), Rep. Markwayne Mullin (R-OK), Rep. Bobby Rush (D-IL), Rep. Greg Walden (R-OR), Rep. Frank Pallone Jr. (D-NJ), Rep. John Shimkus (R-IL), Rep. Jerry McNerney (D-CA), Rep. Michael Doyle (D-PA), Rep. Kathy Castor (D-FL), and Rep. Morgan Griffith (R-VA).

Rep. Frank Pallone Jr., in his opening statement, called to action FEMA for lack of involvement in contract negotiations with Whitefish. Pallone also stated that there needs to be an assessment of how the federal government can invest wisely in rebuilding the power grid in Puerto Rico, through innovative was or privatization.

The following witnesses gave their prepared testimony regarding to Puerto Rico:

Ms. Patricia Hoffman, Acting Under Secretary for Science and Energy and Principal Deputy Assistant Secretary for the Office of Electricity Delivery and Energy Reliability, U.S. Department of Energy: Hurricane Maria made landfall in Puerto Rico as a Category 4 hurricane on September 20, bringing powerful winds and major flooding that destroyed much of the territorys transmission and distribution infrastructure and left virtually all 1.6 million electricity customers on the island without power. According to initial estimates from the Puerto Rico Electric Power Authority (PREPA), at least 80 percent of the transmission and distribution system was affected by Hurricane Maria. However, as of October 31, 33.4% of normal peak load has been restored. While this figure has little bearing on customer-level outcomes, it may be the best proxy available to measure progress in this challenging environment. In Puerto Rico, the United States Army Corps of Engineers (USACE) has assumed a significant role in the emergency restoration of electrical infrastructure. USACE Temporary Emergency Power Planning and Response Teams are assisting with assessments and generator installations at critical facilities. In October, USACE was also tasked to lead planning, coordination, and integration efforts to support Puerto Rico with the restoration of the electrical power grid due to impacts caused by Hurricane Maria. USACE is managing this effort as the lead for Emergency Support Function #3 – Engineering and Public Works, in close coordination with DOE. DOE has a responder deployed to coordinate with FEMA as well as seven subject matter experts from the PMAs to provide technical support to USACE with restoration planning, cost estimates, validation, and quality assurance. Additionally, through DOE-funded projects, we are leveraging the expertise of our National Laboratories to develop potential long-term solutions to improve the resiliency of the Puerto Rican infrastructure. I want to assure the Committee that DOE will continue to support the work needed to restore power to the U.S. Virgin Islands and Puerto Rico.

Mr. Ray Alexander, Director of Contingency Operations, U.S. Army Corps of Engineers: FEMA has identified $1.7 billion in Mission Assignments for the Corps to assist in Hurricanes Irma and Maria response and recovery (45 Mission Assignments totaling $176.3 million for Hurricane Irma and 34 Mission Assignments totaling $1.5 billion for Hurricane Maria). Currently, the Corps has over 1,243 personnel deployed in various locations supporting the recovery missions. As of October 31, 2017, the Corps and its contractors have completed 740 of 827 requested pre-installation inspections (for temporary generators) and 392 generator installations in Puerto Rico. In order for the Corps and its contractors to install temporary covering (blue roof), the government and its contractors require validated rights of entry. In Puerto Rico, the Corps and its contractors have completed 3,986 blue roof installations and collected over 17,000 rights of entry. As of October 31, 2017, the Corps has removed approximately 141,000 cubic yards of the estimated over 1 million cubic yards of debris in the U.S. Virgin Islands and 62,500 cubic yards of the estimated over 6 million cubic yards of debris in Puerto Rico. In Puerto Rico, Corps Dam and Levee teams inspected 17 priority dam locations and Guajataca Dam was the only site deemed in critical condition. Hurricane Maria caused a significant rise in the water level of the dam, and resulted in overflow of the spillway. The spillway structure was compromised and the surrounding area began to erode, posing immediate risk to 70,000 residents. Corps teams placed over 500 Jersey barriers and over 1,300 super sand bags to cease any further erosion and allow for long-term repair of the spillway. Additionally, the Corps teams cleared existing outflow conduits and are positioning to place piping and pumps to further reduce the water level in the dam. When the water level reaches 25 feet below the spillway, more substantial repairs will begin. On September, 30 2017, the Corps was given a FEMA Mission Assignment, within the authority of the Stafford Act, to assist the Puerto Rico Electric Power Authority (PREPA) in further repairing the power system to its pre-storm condition. The Corps is conducting this mission.

Mr. Thomas Fanning, President and CEO, Southern Company, on behalf of The Electricity Subsector Coordinating Council: This hearing comes in response to a series of devastating events. In August, Hurricane Harveys high winds, torrential rains, and storm surge caused significant damage and catastrophic flooding in parts of Texas and Louisiana. Days later, Hurricane Irma devastated parts of the Caribbean, including the U.S. Virgin Islands and portions of Puerto Rico, and brought unprecedented damage to the southeastern United States. Every county in Florida was impacted by the storm, as well as parts of Alabama, Georgia, North Carolina, and South Carolina. 5 Following Irma, Hurricane Maria developed in the Atlantic Ocean as one of the strongest hurricanes on record. After impacting the U.S. Virgin Islands, Maria passed directly over Puerto Rico, knocking out power to the entire commonwealth. The work to restore power in Puerto Rico and in the Virgin Islands continues. Most tragically, each of these events resulted in the loss of life. Maria was the second Category 5 storm of the 2017 season and caused widespread destruction to all infrastructures on Puerto Rico and the U.S. Virgin Islands, including the energy grid. Power restoration has been, and will continue to be, a challenging and complicated effort. The entire electric power industry continues to closely coordinate with its federal government partners to support these efforts. Unlike Hurricanes Harvey and Irma, mutual assistance has yet to be triggered in response to Maria. Mainland electric companies are ready to support the restoration and rebuild of Puerto Ricos infrastructure and provide any expertise, resources, crews, or materials needed to turn the lights on for our fellow Americans.

Mr. Ramon Luis Nieves, Attorney at Law, former member, Senate of Puerto Rico: In order to guarantee that federal funds to build a new energy grid are properly used and allocated, I propose that the Revitalization Coordinator and the PR Energy Commission be given sole authority over PREPA. PROMESA already mandates that the Revitalization Coordinator will work with the PR Energy Commission, so this proposal is a logical step. Neither Puerto Rico, nor the U.S. government, needs another Whitefish situation. Thank you for this opportunity. The people of Puerto Rico urgently need to turn the lights back on. But we also demand the resources to create a new energy model. Our lives depend on it.

Ms. Catherine Kennedy, Vice-President, National Nurses United: National Nurses United (NNU), with the Registered Nurse Response Network (RNRN), sent 50 registered nurses (RNs) to Puerto Rico to assist with Hurricane Maria disaster relief from October 4 to October 18, coordinating with a 300-union member relief delegation of the AFL-CIO. RN volunteers observed that, without access to power, basic medical services were down in many areas of Puerto Rico and not fully functioning in most others. An acute public health crisis has developed, including lack of refrigeration for medicine, exacerbation of respiratory illnesses, limited to no access to money or insurance for prescriptions, spread of dangerous waterborne bacterial disease, and failing generators in hospitals. Without power, people have had trouble accessing food and clean running water even if supplies are available because water treatment plants are not fully functioning and many electronic banking systems are inoperable. Lack of power created barriers for Puerto Ricans seeking FEMA aid and aid applications because aid applications and FEMA announcements rely on text, email, and web-based communications. RNs witnessed first-hand the dire conditions for Puerto Rican residents and the insufficient response from federal relief agencies in this disaster. NNU urges Congress to take the following actions immediately to prevent further erosion of public health conditions in Puerto Rico and to put the island back on a path to recovery.

During the question and answer section of the hearing, several members asked the witness panels about the Puerto Rico Electric Power Authority (PREPA) role in the restoration efforts.  Chairman Upton questioned to Mr. Alexander about the relationship the Corps has with PREPA. Upton stated that How has that gone? This committee has tried to contact PREPA by email and phone, there is no heartbeat. Mr. Alexander answered by saying that their mission is to restore the grid.  The Corps is working in collaboration with them to have well defined areas of operations and not working in each others areas. We are working with PREPA, not for PREPA, and for FEMA in coordination with PREPA, Alexander added.

Mr. Alexander continued his testimony throughout the hearing stating that the Corps was neither consulted nor aware of the Whitefish contract. When asked if he trusted PREPA, Alexander said that I do not have any reason to not trust them. In providing an estimated timeline for power restoration in Puerto Rico, Alexander stated that their goal is 50% by Nov. 30, 75% by Jan. 31. Alexander emphasized that the authority of the Corps stems from the Robert T. Stafford act, which only gives the Corps authority to restore the grid to its pre-storm form. Several members continually asked if the Corps is taking measures to rebuild the power grid in a more resilient manner, to which Alexander stated that they are not and that is under the Department of Energys authority.

During the hearing, the members had several questions that none of the witnesses could answer because there was not anyone representing FEMA. When Alexander was asked who was in charge of the situation in Puerto Rico, he answered: FEMA.

The Department of Energy is looking into long-term improvements to the grid; however any actual financing goes to the local utilities and the government of Puerto Rico.

Rep. John Shimkus (R-IL), after questioning the panel stated: We all know the history behind PREPA, bankruptcy, and their questionable practices. Throughout the hearing, PREPAs handling of the situation was heavily criticized. Rep. Michael Doyle (D-PA) stated: The idea that our citizens are going to go 3 more months without electricity is unconscionable.

Rep. Kathy Castor (D-FL) said that, Congress has an overarching responsibility to protect the tax payer from future losses by building a more resilient, modern, distributive grid with better technology. Hoffman stated that there needs to be an ability to work closely with PREPA to discuss what opportunities are available to modernize and rebuild the grid.

When addressing the death count in Puerto Rico, Ms. Kennedy stated that in her opinion the number of deaths would be on the higher side of 59 that the government says. In addition, Mr. Nieves says that the number of deaths around 59 deaths is misleading. Death toll in my view is in the hundreds, he added, People are dying today, not because of Hurricane Maria, but Hurricane PREPA.

I would call that criminal negligence, added Rep. Shimkus when referring to PREPAs inability to go through the standard procedure to ask for help and instead awarding the Whitefish contract. Nieves stated Congress needs to mandate where the tax payer money goes, bypassing PREPA and the government of Puerto Rico. Throughout the hearing, the common denominator among the witnesses and the members was the lack of transparency that PREPA has had with the federal government, and the need to address this issue in the future.

President Trump Orders Hundreds of Millions More Aid

President Trump late yesterday reduced the Puerto Rico share of infrastructure rebuilding costs from damage done by Hurricane Maria to 10% from 25%. The amendment to his original declaration providing for disaster assistance could mean hundreds of millions of additional dollars for the effort to repair damaged or destroyed public works in the territory.

The basic Federal disaster assistance law sets Federal-local cost-sharing for infrastructure repair at 75%/25% but authorizes the President to waive the local share. Federal Emergency Management Agency (FEMA) infrastructure repair assistance is generally provided on the 75%/25% basis. FEMA policy is that communities should have to pay at least 10% of repair costs for their infrastructure. After the last hurricane that caused serious damages throughout Puerto Rico in 1998, President Clinton lowered the local cost share to 10%.

According to FEMA, Trump authorized the additional assistance “conditioned upon having extra controls on project cost estimation and project management in place to facilitate the expeditious rebuilding of Puerto Ricos infrastructure, to allow for cost-effective activities that reduce risk of future damage, hardship, or suffering from a major disaster, and to ensure sound stewardship of federal tax dollars – in part an allusion to the Puerto Rico Electric Power Authoritys now-being-investigated and now-cancelled $300 million power lines repair contract with a two-person Montana company named Whitefish.

The recent disaster funding laws authorization for $4.9 billion in loans to Puerto Rico and the neighboring U.S. Virgin Islands included $150 million for the Puerto Rico share of matching costs. Between that and the Presidents action yesterday, Puerto Rico may not have to fund much, if any, of the costs of repairing public infrastructure.

It was not the first long-range missile fired over the border into Saudi Arabia, but this missile, which Houthi rebels confirmed to Al Jazeera they had fired, appeared to have travelled the furthest, reaching King Khalid International Airport.

Shattered fragments from the intercepted missile landed in an uninhabited area of the airport and there were no reported injuries.

Congress released some of the Facebook ads linked to Russian operatives in the run-up to last year’s presidential election, and they reveal a concerted effort to divide the US and vilify Hillary Clinton.

The ads targeted different cross-sections of the US population and often citizens at opposite sides of the political spectrum.

Rep. Adam Schiff, the ranking member of the House Intelligence Committee, released the trove on Wednesday before a hearing with Facebook, Google, and Twitter.

“Whether the Russians and Trump coordinated these efforts, we do not yet know, but it is true that the Russians mounted what could be described as an independent expenditure campaign on Trump’s behalf,” Schiff said.

“The Russians did so by weaving together fake accounts, pages, and communities to push politicized content and videos, and to mobilize real Americans to sign online petitions and join rallies and protests,” Schiff said.

Some of the ads portrayed Clinton as an ally of Satan, promoted a US burqa ban, and hailed Trump as the “one and only who can defend the police from terrorists.”

A suggestion to like the “Woke Blacks” Facebook page was shown to people interested in “African-American culture” and the civil rights movement.

It was seen more than 750,000 times, the Wall Street Journal reported.

This post, centered on Sanders’ criticism of the Clinton Foundation, was targeted at people who liked the “Bernie Sanders” Facebook page.

“The Clinton Foundation is nothing more than an ‘organized crime’ at it’s [sic] finest, in which we are investing our taxpayers’ money,” the rest of the ad went.

Спецпрокурор США Роберт Мюллер, как сообщает CNN, готов предъявить первые обвинения в рамках дела о российском вмешательстве в выборы американского президента. Кому конкретно будут предъявлены обвинения, пока не уточняется. Об этом может стать известно в понедельник, обвиняемые могут быть взяты под стражу. А вот что об этом деле пишет американский журналист- разоблачитель Robert Parry.

Не вызывает удивления то, что штаб-квартира Хиллари Клинтон и Нацкомитет Демпартии помогали оплачивать составление печально известного «досье Стила», состоявшего из слухов о связях Трампа с Россией. Но эти откровения стоят того, чтобы обратить на них внимание, если учесть то, как долго сведения о финансировании этой работы хранились в тайне.

Некоторое удивление, однако, вызывает другое. А именно то, что штаб-квартира кампании Клинтон решила поддерживать прямые и непосредственные отношения с составителем досье. Могли бы, ведь, найти какого-нибудь «друга штаб-квартиры», который оплачивал бы все счета, а Клинтон имела бы большую возможность отрицать свою причастность ко всему происходящему.

Вместо этого штаб-квартира кампании, кажется, понадеялась, что Марк Элиас из юридической конторы Perkins Coie и конфиденциальное соглашение обеспечат какую-то прокладку между Клинтон и досье. Поразительные утверждения, содержащиеся в нем, должны были в ходе финальных предвыборных дебатов помочь Клинтон подтвердить ее же обвинения в адрес Трампа в том, что он является «марионеткой» президента России Владимира Путина. Теперь перед следователями стоит интригующий вопрос: «Что именно и в каком объеме знала лично Клинтон о досье на Трампа и о финансировании деятельности по сбору материалов для этого досье?»

В конечном счете, узнать, кто дал задание собирать досье, необходимо потому, что конгресс выдал повестку* на вскрытие банковских счетов компании Fusion GPS. Это — аффилированная с оппозицией «исследовательская» фирма, которая и наняла бывшего оперативного работника британской разведки Кристофера Стила для того, чтобы тот собрал «исследовательские данные» против Трампа. Позднее эти данные для оппозиции получили название «oppo».

В качестве составной части сутяжничества из-за этой повестки конгресса юридическая контора Клинтон и Нацкомитета Демпартии, Perkins Coie, просто написала письмо, в котором освободила фирму Fusion GPS от своего с ней соглашения о конфиденциальных отношениях.

После этого газета The Washington Post 24 октября сообщила, что штаб-квартира кампании Клинтон и Нацкомитет Демпартии помогали финансировать деятельность Стила тем, что их юрист Элиас в апреле 2016 года подрядил фирму Fusion GPS, а та уже наняла Стила.

Post написала, что «люди, знакомые с этим делом» сообщили о параметрах этого соглашения, но все же не стали разглашать, сколько Клинтон и Нацкомитет Демпартии заплатили фирме Fusion GPS. Один источник сообщил мне, что общие выплаты составили что-то около 1 миллиона долларов.

«Мусор за нал»

Хиллари Клинтон, как выясняется, финансировала сбор утверждений о связи Трампа с русскими, включая россказни о том, что он куролесил с проститутками в одном из пятизвездочных отелей Москвы, а оперработники российских спецслужб в это время фиксировали его похождения на видео. Ирония заключается в том, что когда объектом республиканского «оппозиционного исследования» был Билл Клинтон, то обвинения, содержавшиеся в том «oppo», чета Клинтонов называла «мусором за наличные».

Обвинения в адрес Клинтонов привели к началу расследования скандала вокруг фирмы «Уайтуотер”**, который стал лишь одним из многих, которые преследовали Билла Клинтона на протяжении двух президентских сроков. И точно так же досье Стила, известное также как «Грязное Досье», дало в руки следователям карту, по которой они и пошли, расследуя скандал «Рашагейт”*** вокруг президента Трампа.

Точность обвинений Стила так же небезупречна, как и точность давних утверждений в отношении Клинтона. Государственные следователи США сейчас не в состоянии подтвердить многие из ключевых утверждений, но, как мне говорят, они все равно верят, что что-то из утверждаемого соответствует действительности.

В 1990-х годах ключевые утверждения о преступлениях Клинтонов в ходе их земельной сделки «Уайтуотер» не нашли своего подтверждения. Но начатое расследование в конце концов вскрыло сексуальные отношения Билла Клинтона с практиканткой Белого дома Моникой Левински и привело к его импичменту в Палате представителей. Пусть он и был оправдан в ходе «судебного» заседания в Сенате.

Некоторые демократы тоже открыто надеялись на импичмент президента Трампа и связывали эти свои надежды со скандалом «Рашагейт». Нет никакого сомнения в том, что «досье Стила» имеет большое значение в раскручивании этого скандала.

Когда конгрессмен от Демократической партии Адам Шифф, заместитель председателя комитета по разведке палаты представителей, в марте этого года выступил с 15-минутной речью о, якобы, сотрудничестве штаб-квартиры избирательной кампании Трампа с Россией, то эту речь вполне можно было принять за речь обвинителя. За этим последовала «работа» Стила, который ранее работал в России в качестве сотрудника британской разведки MI-6. Он обратился за информацией к своим бывшим коллегам и неназванным источникам в России, включая некоторых руководящих чиновников в Кремле.

Методы Стила

Поскольку Стил уже не мог въехать в Россию, то он основывал свой доклад на многочисленных слухах, полученных от тех анонимных русских источников, которые утверждали, что слышали какую-то информацию от своих контактов во властных органах, а затем передали ее подручным Стила, которые, в свою очередь, затем передали ее Стилу. А уж он из смеси слухов и так называемой инсайдерской информации составил доклад, придав ему вид «сырых разведывательных данных».

Помимо анонимности источников и финансовой заинтересованности этих источников в раскапывании грязи, у докладов Стила имеются и иные проблемы. В их числе то, что следователям ФБР не удается подтвердить ключевые элементы доклада. Например, утверждения о том, что оперработники российских спецслужб несколько лет тому назад тайно зафиксировали на видео, как по желанию Трампа проститутки справляли на него малую нужду в то время, как он лежал на той самой кровати в московском отеле Ритц-Карлтон, которой когда-то пользовались президент Обама и первая леди Мишель Обама.

Эти мучительно-пикантные сведения были включены в самое начало доклада, который датируется 20 июня 2016 года и который Стил передал своим новым клиентам. И это неизбежно возбудило аппетиты клинтоновских инсайдеров. В том первом докладе уже содержались основные черты будущего «Рашагейта».

Но июньский доклад Стила также содержал утверждения о наличии записи на неком телефонном автоответчике: «Из разговоров в июне 2016 года источников А и Б — высокопоставленного чиновника российского МИДа и бывшего высокопоставленного офицера российской разведки, все еще активно действующего внутри Кремля — соответственно — со своим соотечественником, который вызывал у них доверие, стало ясно, что российские власти взращивали и поддерживали в США кандидата в президенты от Республиканской партии Дональда ТРАМПА на протяжении, как минимум 5 лет».

«Источник Б утверждал, „Операцию ТРАМП“ поддерживал и направлял российский президент Владимир ПУТИН. Целью операции было посеять раздор и разобщенность как внутри самих США, но — в особенности — внутри Трансатлантического альянса, который рассматривается как враждебный интересам России. …Говоря о деталях, источник А признался, что Кремль на протяжении нескольких лет снабжал ТРАМПА и его команду ценной разведывательной информацией о его противниках, включая кандидата в президенты от Демократической партии Хиллари КЛИНТОН»…

«Операция Кремля по взращиванию ТРАМПА включала в себя также предложение ему различных высокодоходных сделок с недвижимостью внутри России, особенно в связи предстоящим в 2018 году чемпионатом мира по футболу. Однако, пока по неизвестным причинам ТРАМП не принял ни одно из этих предложений».

Помимо того, что эти утверждения анонимны и носят характер слухов, в них имеются очевидные логические неувязки. А именно — за пять лет до предвыборной кампании 2016 года практически никто даже не мог и подумать, что у Трампа был хоть малейший шанс стать президентом США.

Тому, что у Трампа сделка с недвижимостью не состоялась, может быть масса прозаических причин. Источник, знакомый с переговорами на эту тему, рассказал мне, что Трамп надеялся получить половинную долю в проекте стоимостью в 2 миллиарда долларов, но российско-израильский инвестор Михаил Фридман, основатель российского «Альфа-банка», якобы, отказался потому, что Трамп не захотел войти со значительными инвестициями, ограничившись лишь стоимостью бренда своего имени «Трамп».

Однако, согласимся, что если бы, как утверждается, всемогущий Путин захотел бы дать миллиард долларов или что-то около того в качестве платы своему золотому мальчику Дональду Трампу, который, как ожидал Путин, стал бы президентом через пять лет, то сделка состоялась бы. Но этого не произошло.

Несмотря на сомнительное качество второ- и третьесортной информации Стила, доклад июня 2016 года, кажется, произвел впечатление на команду Клинтон. А когда наживку заглотили, Стил продолжил производить свои, нагруженные всякого рода заговорами, доклады. К 13 декабря 2016 года число этих докладов достигло семнадцати.

Фабрикация расследования

Эти доклады не только пленили и очаровали политических операторов Хиллари Клинтон, но и повлияли на оценку ситуации назначенцами президента Обамы в разведывательном сообществе в том, что касается вопроса так называемого «российского вмешательства» в президентские выборы.

Тем не менее, тщательный анализ докладов Стила вскрывает не только явные фактические неточности. Например, составители доклада отправили юриста Трампа Майкла Коэна в Прагу, где он, якобы, провел встречу с одним российским чиновником (при том, что Коэн никогда не был в Праге). Но, кроме того, эти доклады содержали массу разного рода описаний заговоров, над которыми так любят подтрунивать американские мейнстримовские СМИ.

Так, доклады Стила выводят целый набор политических реакций со стороны США на российские манипуляции, но исходят из того, что американцы не в состоянии прийти к разумным и приемлемым решениям самостоятельно. В одном из докладов, датированном 14 сентября 2016 года, Стил утверждает, что неназванный высокопоставленный чиновник в президентской администрации Путина объяснил, как Путин использовал российскую операцию по оказанию влияния для того, чтобы сформировать оппозицию торговым сделкам Обамы в Тихоокеанском регионе.

Стил писал, что намерение Путина сводилось к тому, чтобы «отвести кандидата КЛИНТОН от политики президента ОБАМЫ. Наилучшим примером этого стало то, что оба кандидата [Клинтон и Трамп] сейчас открыто выступают против Транстихоокеанского партнерства и Трансатлантического торгового и инвестиционного партнерства. Оба этих проекта рассматривались Москвой в качестве угрозы интересам России».

Другими словами, русские, как утверждается, вмешались в президентскую кампанию в США для того, чтобы настроить ведущих кандидатов против обамовских торговых сделок. Но насколько это вероятно и заслуживает доверия? Должны ли мы верить в то, что американских политиков, целую гамму их — от сенаторов Берни Сэндерса и Элизабет Уоррен до бывшего госсекретаря Хиллари Клинтон и Дональда Трампа — всех обдурил Кремль ради того, чтобы выступить против сомнительных торговых сделок? Это при том, что сами эти сделки крайне непопулярны среди широких масс американского населения, которого уже тошнит от торговых соглашений, в результате которых они теряют работу.

Конечно же, огласка того, что штаб-квартира избирательной кампании Клинтон и Нацкомитет Демпартии помогали оплачивать «оппозиционные исследования» Стила, не обязательно дискредитирует содержащуюся в докладах информацию. Но это, несомненно, говорит о наличии возможного финансового стимула для Стила и его подручных заострять излагаемые в докладах сведения для того, чтобы лагерь Клинтон вновь и вновь обращался к ним за новыми материалами.

Автор (англ. Robert Parry) — американский журналист-разоблачитель, известный своими журналистскими расследованиями в Ассошиэйтед Пресс и Newsweek по делу Иран-контрас, об американской помощи никарагуанским контрас, связанным с незаконным оборотом кокаина в США в 1985 году, а также о катастрофе рейса MH17, когда он опубликовал факты, объединение которых, по его мнению, убедительно показывает, что после нескольких месяцев безуспешных попыток спровоцировать повстанцев Донецкой и Луганской народных республик на уничтожение гражданских пассажирских самолётов вооружённые силы Украины сами сбили пассажирский самолёт.

В 1984 году был награждён премией Джорджа Полка (учреждена в 1948 году, в память корреспондента CBS Джорджа Полка, убитого при освещении греческой гражданской войны (Гражданская война в Греции).

* Конгресс США обладает правом проводить собственные расследования по любому вопросу, который он сочтет необходимым. В рамках этих расследований конгресс имеет право выдавать т.н. «повестки», которые по своей процессуальной силе может превосходить любые решения любой судебной инстанции и любого правоприменительного органа. ALAPPUZHA, India — On a recent morning in southern India, one of the world’s last true-believing communists rose to speak in a place where communists can still whip up the masses and win elections.

Thomas Isaac, the finance minister for the state of Kerala, gazed out at a crowd of hundreds who had gathered to honor the founding father of Kerala’s Communist Party, a man killed by a snakebite while organizing farmworkers whose dying words were reputed to have been: “Comrades, forward!”

A row of hammer and sickle flags fluttered in the wind. People raised clenched fists in a “red salute” and chanted “Long live the revolution!”

“We are trying to build our dream state in this fascist India!” Isaac began, and in so many ways it was still true.

A century after Bolsheviks swarmed the Winter Palace in Petrograd, Russia (now St. Petersburg), the Indian state of Kerala, home to 35 million people, remains one of the few places on earth where a communist can still dream.

The Bolsheviks, inspired by Karl Marx’s “Communist Manifesto,” had set out to build a new kind of society, a workers’ paradise in which property and wealth would be owned in common. That revolution began in the fall of 1917 and gave rise to the Soviet Union and a movement that would sweep across one-third of the world, inspiring new followers, erasing borders and filling gulags. Eventually, it would be undone by stagnant economies, pressure from the West and the alienation of its own people.

What remains today are five nominally communist nations. In Cuba, the revolution survives mostly as a decrepit museum piece. The communist parties of China, Vietnam and Laos preside over largely autocratic forms of runaway capitalism. In North Korea, communism has become a nuclear-armed cult of personality and police state.

But in Kerala — far from the high-stakes maneuvers of the Cold War and nearly 2,000 miles from the Indian capital of New Delhi — history has taken the most unexpected of detours.

Instead of ossifying into an autocratic force, Kerala’s communists embraced electoral politics and since 1957 have been routinely voted into power. Instead of being associated with repression or failure, the party of Marx is widely associated with huge investments in education that have produced a 95 percent literacy rate, the highest in India, and a health-care system where citizens earning only a few dollars a day still qualify for free heart surgery.

This modern incarnation of communism also has produced one of the stranger paradoxes of the global economy: millions of healthy, educated workers setting off to the supercharged, capitalist economies of the Persian Gulf dreaming of riches and increasingly finding them.

And that has raised an existential question for Isaac and Kerala’s other 21st-century communists: Can they survive their own success?

India’s integration

The story of communism in Kerala did not begin with a revolution, the storming of the capital, or even Marx. Instead, its beginnings in 1939 were far more idiosyncratic, rooted in resistance to British rule, a commitment to land reform and opposition to India’s caste system.

It was also intimately tied to a traveling musical, “You Made Me a Communist,” about peasants who banded together to fight an evil feudal landlord. The play premiered in 1952, drew big crowds and helped the party win its first election five years later. Another decade passed before the “Communist Manifesto,” Marx’s account of the contradictions of capitalism, was even translated into Malayalam, the local language.

And while Kerala’s communists borrowed the symbols of the Soviet Union — they read Soviet Land magazine, followed the march of the Nicaraguan Sandinistas and sent rice to the Cubans — they also embraced their own local heroes and followed their own distinct path.

Unlike communists in China, Latin America or Eastern Europe, party leaders in Kerala never seized factories — the “means of production” in the words of Marx — or banned private property. Instead, they competed in elections with the center-left Indian National Congress party, winning some years and losing others.

Red century: The rise and decline of global communism

Communism became for many a piece of their identity. In the 1970s and 1980s it wasn’t uncommon for parents to name their children “Lenin,” “Stalin” or, in the case of one girl, “Soviet Breeze.” Pictures of early Soviet leaders like Vladimir Lenin and Joseph Stalin were hung on the walls in party offices alongside Indian heroes such as the party’s founder, Krishna Pillai.

In the Soviet Union, the Communist Party had been something remote — “a mysterious and implacable external power,” as one scholar put it. In Kerala, the communist party is made up of people like Isaac, the finance minister, whose iPhone was now ringing.

“Yes, comrade,” he answered.

‘A better life for people’

He had finished his speech honoring the party’s founder and was now in his government van heading off on yet another 14-hour day in the life of a local politician tending his base. His driver pumped the horn in a nonstop staccato to clear a narrow path through streets clogged with smoke-belching motorbikes, dented cars and puttering rickshaws.

Isaac often describes his decision to join the party in the early 1970s as an act of rebellion. His parents were devout Christians who owned a modest textile factory, and before joining the party, Isaac had been a seminary student.Among his first acts as a communist was to organize a strike at his father’s mill.

“If you don’t negotiate with these workers I will be with them on the picket line,” he recalled telling his father.

He is 64 now, and still very much an idealist. He owns no land, having given away a small parcel of property that he inherited from his parents. His two daughters, who moved to the United States 20 years ago, after Isaac and his wife divorced, worry sometimes about their father’s lack of savings. He had been unable to contribute to either of his daughters’ college educations and visits to see them in the United States have been rare. Only in the last few years has Isaac allowed himself a handful of luxuries, like a personal car, the iPhone and an iPad that he uses to check the day’s cricket highlights and update his Facebook page.

His first stop was a ribbon-cutting at a family-owned driving school. Then he made a two-hour drive to the village of Kollam, where a party leader had asked him to stop by his son’s wedding.

Isaac, who became an atheist when he joined the party, posed with the newlyweds under a statue of a pale, gaunt Christ on the cross, because in Kerala the communists had never sought to stamp out religion. Soon he was back in the van rushing down a narrow, potholed road past makeshift tea stands, coconut sellers and clusters of simple, cement homes, each one with electricity and indoor toilets. Kerala is one of the few states in India where this is true.

“This is what it means to make a better life for people,” Isaac said, pulling on a neck pillow for a quick nap.

As he approached his home town of Alappuzha the road widened and Isaac’s minivan sped past a mural of Che Guevara, the ageless hero of the Cuban revolution, and a billboard of Colonel Sanders, the ageless hawker of capitalist fried chicken.

Near the city’s edge, Isaac’s van stopped at a state-supported cooperative that manufactures coir, a bristly fabric used to make welcome mats sold in hardware stores across the United States. There he greeted the 100 or so older women who had gathered in a mosquito-infested palm grove and assured them that they would not lose their jobs as the industry mechanized.

“Make whatever quantity of coir you want and the government will buy it,” he said as the women in orange, green and gold saris applauded. Then, he promised to double their salaries to about 300 rupees or $5 a day.

Isaac estimated that the government would have to subsidize the workers’ salaries for about 10 years, until they retired and their jobs probably disappeared.

He knew such subsidies were only possible because of the decidedly un-communist lives that the younger generations are pursuing. Increasingly these young workers are fleeing Kerala’s low-wage economy for the booming states of the Persian Gulf, leaving Isaac to oversee an economy unlike anything Marx ever imagined — one fueled by global demand for Kerala’s healthy, educated workforce. Even with the Gulf money, Isaac is still running the largest deficit of any Indian state.

As finance minister, Isaac dreams of building new highways, bridges and industrial parks that might make it easier to attract high-paying jobs to Kerala — “the best physical and social infrastructure in all of India!” he often said.

But, for now, his government has more pressing priorities: expanding Kerala’s four international airports, each of which offers nonstop flights to the Gulf, and adding a fifth.

Prosperity from the Gulf

In the 1980s and 1990s Kerala’s migrant workers found work building highways and skyscrapers in the Gulf. These days their better-educated successors fill jobs overseas as accountants, nurses, lawyers, doctors and mid-level civil servants. More than one-third of Kerala’s gross domestic product last year came from remittances.

These migrants are remaking Kerala’s culture. One of the most popular programs on local television is “World of Expats,” a reality show that helps distraught family members find relatives who have gone missing in the Gulf.

They are also remaking the state’s humble landscape. Kerala is a place where big, gated homes — “Gulf houses” in the local lingo — sit next to simple houses. Many of the big homes also sit empty for much of the year, while their owners are abroad working. One government study from 2011 estimated that there were nearly 1 million empty or partially occupied homes. Meanwhile, Isaac worries about a shortage of housing for the poor.

Less than one mile from the spot in the village of Pinarayi where the party held its first clandestine meeting, Prasanth Cherambeth, 40, and his wife, Saniga, 36, had just arrived from Abu Dhabi, United Arab Emirates, and were celebrating the opening of their six-bedroom home.

Hours earlier, dozens of workers had been laying sod and tile by flashlight in a race to complete it. Now friends, family and a few curious villagers were walking up a red-carpeted driveway and into the home draped in garlands of marigolds. They took in the indoor fountain under the stairs, the marble floors, the glass-tiled swimming pool and the kitchen full of stainless steel appliances that Cherambeth’s aunt was saying were “all from Dubai.” On the second floor, porch chandeliers flashed red and blue.

At the center of the party, propped on a chair and draped in white flowers, was a picture of a communist: Cherambeth’s recently deceased father, who had been a party stalwart and longtime employee of the state bus company.

In a few weeks Cherambeth and his wife would drain the pool, lock up their new home and return with their three young children to Abu Dhabi, where they had spent much of the last 15 years. Someday, when their work visas expire, they plan to return to Kerala permanently. For now, Cherambeth, a mid-level administrator at a nuclear power company, was going to enjoy his new home.

“It’s a dream,” he said as guests swirled around him.

The future for Indian communism

Despite all the changes, the party’s loyalists kept the faith. At a recent party-sponsored class for the public in the city of Kannur, a professor named K.N. Harilal was insisting that true communism would only come with the catastrophic collapse of the global economy.

“The deterioration of capitalism is an inevitability and it’s happening fast,” he said. “Humans cannot be so narrow-minded and profit-oriented forever.”

Ceiling fans circulated humid air and a few dozen mostly middle-aged students scribbled notes in party-supplied workbooks.

“How will we know when the permanent crash finally comes?” a student asked as the class stretched into its fifth hour. “What will the signs be?”

“Nobody can predict it,” Harilal replied.

A big reason for the Communist Party’s survival in Kerala has been its ability to adapt to the demands of electoral politics and accommodate different and even contradictory views. As a result the very meaning of communism in Kerala has become a subject of debate.

For many, especially the young, communism today is more about the ideal of equal opportunity than the ideology of Marx or Lenin. “We believe all people are the same class and should have the same chance in life,” said Shigin Pradeesh, 20, a university student and son of a low-wage coconut picker, who was waiting by the front desk of the party headquarters in the village of Pinarayi.

“I am not a selfish person,” he said. “That’s why I am a communist.”

In Kerala the communist idea often survives in the most parochial of ways. When the party decided to open a worker-owned amusement park cooperative, some party officials complained that the proposed name — “Malabar Pleasures” — was misguided. Pleasure, after all, is a “bourgeois” concept. The name was changed to “Incredible Park.”

Ultimately, communism in Kerala has remained Indian. At a time of rising Hindu nationalism, the party’s classes for young children — a communist version of Sunday school — emphasize a secular Indian identity.

“We are not Christians or Muslims or Hindus,” sang a group of barefoot boys and girls in Kerala’s capital of Thiruvananthapuram, near the southern tip of India. “Hunger is the same for us all; pain is the same for us all. Our blood has the same color; our tears the same taste.”

Nearly 70 years after the traveling play, “You Made Me a Communist,” introduced communism to Kerala, a popular movie offered a new account of the movement.

Director Amal Neerad’s “Comrade in America” opened at theaters in Kerala, Abu Dhabi and Dubai on May 5, which also happened to be Marx’s birthday. In the film, Neerad’s communist hero fights for the poor and falls in love with an American woman visiting family in Kerala. When she returns to the United States, he risks his life sneaking across the U.S.-Mexican border to win her back.

The film gently pokes fun at self-important communists and their long-winded speeches about revolution. In one of its many whimsical moments, the lovesick hero drinks too much and hallucinates a conversation with Che who tells him that the “best lovers among us are communist comrades. Those who don’t have anything to hide can create revolutions and love deeply.”

In the end, the hero’s love chooses capitalist America over him. One film critic described Neerad’s lead comrade as a “losing man.” To Neerad, a former party activist, this was too bleak. “He’s a losing believer,” the filmmaker said.

This was perhaps one more way to think of communism in Kerala at a time of growing inequality and religious division in India and around the world.

“It’s a failed dream,” Neerad said. “But it’s our only hope.”

Isaac had been reluctant to see a movie that makes fun of his party, but his daughter, who was visiting from New York, pressed him to go. “She found it to be a hilarious take on us,” he said.

Isaac’s views were more complicated. “We should be able to joke about ourselves,” he said.

He paused and thought some more. The aging communist had never been prouder of the party’s achievements or more worried about its future. One hundred years after the birth of the first communist state, the movie’s heroes — its “losing believers” — seemed “very familiar,” Isaac said. “They feel true.”

First charges filed in U.S. special counsel’s Russia investigation: source

WASHINGTON (Reuters) – A federal grand jury on Friday approved the first charges in the investigation into alleged Russian meddling in the 2016 U.S. presidential election, a source briefed on the matter told Reuters.

The indictment was sealed under orders from a federal judge so it was not clear what the charges were or who the target was, the source said, adding that it could be unsealed as early as Monday.

The filing of charges by the grand jury in Washington was first reported on Friday by CNN, which said the target could be taken into custody as soon as Monday.

U.S. intelligence agencies concluded in January that Russia interfered in the election to try to help President Donald Trump defeat Democratic candidate Hillary Clinton through a campaign of hacking and releasing embarrassing emails, and disseminating propaganda via social media to discredit her campaign.

Special counsel Robert Mueller, a former director of the Federal Bureau of Investigation, is investigating whether Trump campaign officials colluded with those Russian efforts.

“If the Special Counsel finds it necessary and appropriate, the Special Counsel is authorized to prosecute federal crimes arising from the investigation of these matters,” Deputy Attorney General Rod Rosenstein said in a May 17 letter appointing Mueller.

Sources familiar with Mueller’s investigation said he has used that broad authority to investigate links between Trump aides and foreign governments as well as possible money laundering, tax evasion and other financial crimes.

Peter Carr, a spokesman for Mueller, declined to comment on Friday.

Trump, a Republican who was elected president last November, has denied allegations that his campaign colluded with Russians and condemned investigations into the matter as “a witch hunt”.

The Kremlin has denied the allegations.

Mueller’s investigation also includes an effort to determine whether Trump or any of his aides tried to obstruct justice.

The special counsel’s team has conducted interviews with former White House chief of staff Reince Priebus, former spokesman Sean Spicer and other current and former White House officials.

In July, FBI agents raided the home in Virginia of Trump’s former campaign manager, Paul Manafort, whose financial and real estate dealings and prior work for a pro-Russian political party in Ukraine are being investigated by Mueller’s team.

Mueller was appointed to lead the investigation a week after Trump fired FBI Director James Comey, who was heading a federal probe into possible collusion with Russia.

Trump initially said he fired Comey because his leadership of the FBI was inadequate and hurt morale, but in a later interview with NBC he cited “this Russia thing” as his reason.

The Russia investigation has cast a shadow over Trump’s nine-month-old presidency and widened the partisan rift between Republicans and Democrats.

Republican lawmakers earlier this week launched investigations to examine several of Trump’s longstanding political grievances, including the FBI probe of Hillary Clinton’s emails and her alleged role in a sale of U.S. uranium to a Russian firm.

Mueller’s team has also investigated Michael Flynn, who was an adviser to Trump’s campaign and later briefly served as his national security adviser.

Flynn was fired from that post in February after misleading Vice President Mike Pence about the extent of his conversations with Russian ambassador Sergei Kislyak last year.

While he was on Trump’s campaign team, Flynn also had a $600,000 contract from a Turkish businessman to help discredit U.S.-based Turkish cleric Fethullah Gulen, accused by Turkey’s government of instigating a failed coup in July 2016.

Former CIA director James Woolsey, who was also an adviser to the Trump campaign, has alleged that Flynn discussed with the businessman and two Turkish government ministers the idea of covertly spiriting Gulen out of the United States to face charges in Turkey.

Jonathan Franks, a spokesman for Woolsey, said on Friday that Woolsey and his wife have been in communication with the FBI and Mueller’s team about the claim.

Woolsey and his wife, Nancye Miller, “have responded to every request, whether from the FBI, or, more recently, the Office of the Special Counsel,” Franks said in a statement.

Flynn has previously denied through a spokesperson that such a plan was ever discussed.

Reuters reported on Thursday that Woolsey and his wife last year pitched a $10 million project to the same Turkish businessman who had agreed a smaller contract with Flynn. They did not win a contract.

Bidding for a lobbying or consulting contract with a foreign company or government is not illegal but Flynn came under scrutiny because he waited until March to retroactively register with the Justice Department as a foreign agent for the work he did on the Gulen project.
